Why is using CPU 12th to have frequency difference in my computer?

That's because Core Temp shows the frequency by calculating the Bclk frequency times multiplier.
It also displays the highest frequency of all cores, unless you pick a specific one.
I'm not sure what algorithm Windows uses, but it's completely different, and makes partial use of effective core frequency.
Effective clock is coming in a future update to Core Temp.
