WHat is Core Load in the CSV file?

I'm trying to capture CPU load on my system while doing video editing. (I'm hoping to justify a new CPU...). When I look at the CSV file in Excel, I see a column Core Load. The numbers are surprisingly low, and I just want to be sure that the number is indeed the percentage of max load. i.e., 34 would mean 34% of max. Correct?

Core Load is indeed the load on the core, but there are some things to be aware of.
If your CPU has HT/SMT, then Core Temp will average the load between the 2 threads of a single physical core. This means that you can see 50% load, even though the physical core is actually at 100% utilization on one of its threads.
I don't edit videos, but as far as I know, editing the video is not necessarily very compute intensive, but encoding the results is. With that said, some software can take advantage of the GPU and/or quick sync functionality on Intel CPUs, which may drop the average load on the CPU.
