Consistent CPU Usage During Idle - i3 7100

I've been using your program for several years, now, and with different computers, and I've always noticed that while idling the CPU usage statistics are around 2% to 4%, almost never reaching 0%, though a few times it will. While it does this, the Windows Task Manager always shows virtually 0% CPU usage.

My current CPU is i3 7100 and I'm using Windows 10.
