Phenom II X4 965 BE clock alternating

Nevermind, I think I figured it out. Cool and quiet was enabled causing the clock to fluctuate to conserve power.

Can someone help me? At first my cpu was getting too hot and so I got a better a cooler and then saw that somehow my processor was clocked at 3.8ghz. So I lowered it back down to 3.4 with amd overdrive. But now for some reason the clock keeps alternating between 800MHz to 2200MHz to 3400 MHz. I don't know whats going on.
