What exact CPU brand and model do you have?

I'm assuming he has a SandyBridge or IvyBridge CPU.
The processor die contains a special circuit that is called a PCU (Power Control Unit). This circuit handles the processors power requirements and allows you to keep track of the power consumed.
The power consumption is measured in Joules and the datasheet provides a formula which allows you to convert this value into Watts/hour. Core Temp shows you the 'average' power consumption (in Watt/hour units) between every 2 consecutive updates.
