Core Temp problems

Im having some over clocking problems with my i7 930. I want to get it to 4.1 ghz and other programs show me that i have done so. But when i turn on core temp the multipliers go up and down. is this correct? ex. it starts at x21 then goes down to 17x and even 14x

Yes, that is called EIST (SpeedStep). It's a power saving feature.

so howcome other programs dont show me the change in speed?

That depends on the program and how it's coded.
On recent Intel processors there are algorithms which help to calculate the exact frequency of a processor core. Each core, and even each thread can have a different clock speed. Of course the physical core is running at the clock speed of the "faster" running thread.
This is a non-trivial value, not the same as it was in previous years where the frequency was determined by FSB x Multiplier.
Basically if you take a program such as the latest version CPUz, it should reflect the frequency changes which Core Temp displays.
Also if you load the processor with something intensive, you will see the frequency rise up to its maximum, or even go into Turbo mode (in an I5/I7 CPU).
