I have an odd one. I have been using Core for a while, and I just installed Core 0.99.7 on my new laptop (Sony Vaio, i7-2620M, Intel 6/C200 chipset, Win7 x64). I normally put it in sleep mode, but after a certain time period it hibernates. When I woke it up from hibernation this morning, Core kept failing to start, and kept starting another instance, over and over again. I had to restart the computer to kill it. It seems there's some sort of disconnect detecting previous instances that have not fully initialized.

I can explicitly hibernate and wake up without trouble.

That is a bug, please update to a newer version.
